This webinar is intended for Emergency Shelter staff, leadership, and program managers. Other practitioners interested in learning more about the EAR are also welcome to attend. This could include anyone supporting any programs administered through HUD’s Office of Community Planning and Development (CPD) including Continuum of Care (CoC) homeless assistance, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA).
March 08, 2024: Equal Access Assessment Tool Now Available – HUD Exchange
The Equal Access Assessment Tool (EAAT) has been updated and re-released as a webtool. This tool provides specific action steps for HUD recipients and subrecipients to meet the requirements of the Equal Access Rule in shelters and other facility settings.
Action steps are provided based on the assessment responses and the most critical steps necessary for creating inclusive and safe access. Providers can retake the assessment for new priority steps at any time. This is a companion tool to the Equal Access for Transgender People: Supporting Inclusive Housing and Shelters Guide and training scenarios.

CoC and ESG Virtual Binders cover foundational topics from the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs, with the goal to transfer basic knowledge to grantees in order to more successfully administer their projects. Each binder reflects a range of learning styles and offers a variety of ways to interact with the topics.
NSPIRE Implementation Update-October 2, 2023
The implementation date for NSPIRE has been delayed from October 1, 2023 to October 1, 2024, giving grantee’s an additional year to prepare for this new physical condition standard. Specially, HUD is extending the compliance date for the HOME Investment Partnerships Program (HOME) and Housing Trust Fund (HTF), Housing Opportunities for Persons With AIDS (HOPWA), Emergency Solution Grants (ESG) and Continuum of Care (COC) programs until October 1, 2024. HUD is taking this action to allow jurisdictions, participants, and grantees additional time to incorporate HUD’s NSPIRE standards specific to their own programs and the flexibility to transition to NSPIRE under their own timelines.
What’s NSPIRE again? It’s the new National Standards for the Physical Inspection of Real Estate. The Notice delaying implementation was published on 9/18/2023 and is available here.
